I dunno - I'd have put his defence slightly higher, personally. I mean - anyone who could sneak a cyberman, a cyber conversion unit and a cybertechnics expert into Torchwood, and have all the tech up and running for months without anyone noticing would probably be able to coin some pretty mean defence strategies.
He also works best under pressure.
As for attack ... did you *see* him kick arse in Meat? I wouldn't even make eyes at Jack if it meant Ianto was no longer on my side ...
But yes, his card is far more accurate than the other two. I'll give them that.
