Time lines are all just possibilities, one simple change and/or decision can cause a vast divergence. Jack's very presence is changing the future. I don't think Jack cares one way or another, overall, but the Doctor definitely would. And yet, the Doctor has and will interfer...sometimes.
I've always wondered just how far is allowable? The Doctor interfers with the alien at Pompeii, but didn't want to save the family.
The thing that is coming in the darkness is a long held theme in both Doctor Who and Torchwood, aired by the dead and the living. I can't see the 456 as meeting that description, not really, so what comes next?
