I think he will say it in a completely random situation if he ever would. Mostly because his attempts at saying it in a romantic way would either get interrupted by weevils,things dropping down on Ianto or Jack or Ianto has bought a new tie et al and not listening. So something like saying it when Ianto hands him his coffee or Jack cleaning Myfanwy's den with Ianto...
