I think Jack is RTD's sexual fantasy, and Gwen is the woman he secretly wants to be. I did joke a while back about how Gwen was the 'female embodiment of Russell T. Davies', and that's why he works so hard to make her so perfect and to force her onto the audience. I think he's arrogant enough to do that.
As for John ... he's a jobbing actor. He has to go along with what he's been given, and put on a brave face no matter what his own opinions. If he doesn't, his job and his career is in jeopardy. I'm fairly certain he's aware of the phrase "don't piss on people on your way up, because you're only going to meet them again on your climb back down - and they won't make it easy for you". If he goes against what RTD says, RTD can make things difficult for him - though, personally, I believe JB could survive it.
